There is only one passage that discusses this.

1 Thessalonians 4:15-17
For this we declare to you by a word from the Lord, that we who are alive, who are left until the coming of the Lord, will not precede those who have fallen asleep. 16 For the Lord himself will descend from heaven with a cry of command, with the voice of an archangel, and with the sound of the trumpet of God. And the dead in Christ will rise first. 17 Then we who are alive, who are left, will be caught up together with them in the clouds to meet the Lord in the air, and so we will always be with the Lord.

So we will meet the Lord Jesus along with other believers including those who have died and are raised when Jesus returns.  The next question is – what is the destination? Many people assume the destination is back to heaven, but the destination is not stated in 1 Thessalonians 4. However Matthew 24 implies that the destination is Jerusalem:

Matthew 24: 30 At that time the sign of the Son of Man will appear in heaven, and all the tribes of the earth will mourn. They will see the Son of Man coming on the clouds of heaven, with power and great glory. 31 And he will send his angels with a loud trumpet call, and they will gather his elect from the four winds, from one end of the heavens to the other. 32 Now learn this lesson from the fig tree: As soon as its branches become tender and sprout leaves, you know that summer is near.…

Note also that Paul is talking about believers, living and dead. Not everyone.
