The first time deafness is mentioned in the Bible is Exodus 4:11
Then the Lord said to him, “Who has made man’s mouth? Who makes him mute, or deaf, or seeing, or blind? Is it not I, the Lord?
But he was speaking to Moses who was not deaf.
Under the Law of Moses, to curse the deaf was a sin (Leviticus 19:14), but no specific deaf people are mentioned.
The first specific person in the Bible who we are told was deaf was the man healed by Jesus in Mark 7:32 (about AD29).
But I suspect the first deaf person in the Bible was actually John the Baptist’s father, Zechariah, in about 6BC. We know he was mute (Luke 1:20) leading up to John’s birth. But it seems he was also deaf as his neighbours needed to communicate in sign to him (Luke 1:62).
