Jesus describes who the “tares” (‘weeds’, ESV) are in Matthew 13:41. As the weeds in the parable would be gathered together and destroyed at harvest time, so, at Jesus’ return, ‘all causes of sin and all law-breakers’ will be destroyed: the weeds represent ‘all causes of sin and all law-breakers’. In contrast, the wheat represents ‘the righteous’ who will continue to be part of God’s kingdom.
