We know from Scripture that not all men will be raised from the dead. The following passages indicate that some people will never come to life again:
Psalm 49:19-20
his soul will go to the generation of his fathers, who will never again see light. (20) Man in his pomp yet without understanding is like the beasts that perish.
Isaiah 26:13-14
O LORD our God, other lords besides you have ruled over us, but your name alone we bring to remembrance. (14) They are dead, they will not live; they are shades, they will not arise; to that end you have visited them with destruction and wiped out all remembrance of them.
We also know that it won’t be just Christians that are raised from the dead for judgment. When Jesus was on trial before the high priest, He told the high priest that he (the high priest) would see the Son of Man (Jesus himself) coming on the clouds of heaven. This is confirmed in The Revelation where we are told that those who pierced Jesus would see him at his return.
Matt 26:63-64
But Jesus remained silent. And the high priest said to him, “I adjure you by the living God, tell us if you are the Christ, the Son of God.” (64) Jesus said to him, “You have said so. But I tell you, from now on you will see the Son of Man seated at the right hand of Power and coming on the clouds of heaven.”
Rev 1:7
Behold, he is coming with the clouds, and every eye will see him, even those who pierced him, and all tribes of the earth will wail on account of him. Even so. Amen.
God can raise who ever He wants to, but it appears that, generally, those who know God’s plan and purpose will be the ones that Jesus will raise and judge at His return.
