Joshua 5:5,7 tell us that the Israelites born in the wilderness weren’t circumcised, but we aren’t told why. It seems probable that it was because the Israelites neglected to do it.

Were the Israelites circumcised during their time in Egypt?

It seems probable that they were. Joshua 5:5 says the Israelites were already circumcised at the time they came out of Egypt, but their is no record of a mass circumcision just prior to their exodus, which would seem to suggest that the Israelites continued to carry out circumcision during their time in Egypt. Being born into a Jewish family (Gen. 17:7) or converting to Judaism (Ruth 1:16) identified a female as Jewish. Added to this, a Jewish female (like a Jewish male) had to keep the Law (Ezek.11:20) and, if she had children, to circumcise her sons (Gen. 17:10).
